A weapon that gives you +3 to your strength doesn't change your base stats, so Van hors would mean you would gain the Arch Lector Strength then boost it by 3. Also, the rule states you get S10 only when rolling to wound against a chariot. You swap stats at the start of the combat, not midway through.
Until the point you choose to attack the chariot, and get a hit, you don't have the boost to S10 - so again, Van hors won't stop it. Just means that you have to rely on that 4+ ward save to stop your WarAlter getting smashed to bits.Something else to note, if the wording of the weapon is "Makes your strength 10" as in making your charactaristic 10.
Then the empire item(Warhammer Gold) van horsemans speculum will force the item bearer to be strength 10 while on a war alter, as opposed to being strength 5 at all other times, thereby saving his chariot from getting smashed to bits completely by the character with this item and instead hitting back at strength 10.
While the poor Beastmen item user hits back at a lowly strength 4 because he's fighting a war alter, however if the description reads "is increased to" then I would say the Empire player is at strength 10 (assuming your charactaristic is increase to 10) and you still get +3 strength from the item itself.
